Khwaja called the meeting
to order at 7:05 PM.

The April 13, 2016 meeting
minutes were reviewed and were approved.
Secretary’s Report – Mary Burton
Mary presented a letter she drafted to a homeowner
whose broken down SUV has been in their driveway for many months. The board
approved the letter to be delivered to the homeowner.
Treasurer’s
Report – Ann Green
Ann handed
out finance reports. April bank statement was circulated for review by all
board members.
The
HOA only has one key to our P.O. Box. Ann will see if we can duplicate it or
get a second key.
The
HOA has received dues from 88 (of 100) homeowners, although two of those
payments were only partial payments. Eleven homeowners still owe the full
amount for their 2016 dues. Ann mailed a second billing to the 11 homeowners
who are late with their dues.
The
home at 2125 Newport Ct. NE sold, but has two Honey Creek HOA liens against it
– one from 2006 and one from 2009. Ann is researching the HOA records and it
appears that the 2009 lien was paid, so the board voted to release that lien.
However, we will request that the 2006 lien of $430 be paid to the HOA.
Eddie
knows a CPA in Texas that can do an audit for the HOA, but it would need to be
done electronically. The board discussed that it needs to be someone local because
the HOA Quickbooks is not web-based, but rather is a stand-alone version on
Ann’s computer. Eddie will look for someone local to do an audit.
Community Involvement Committee
Report – Kathryn Mattila
On April 26
Kathryn met with Casey Stanley, new manager of the City of Renton Community
Services Dept. The City is not going to host picnics in neighborhoods as they
have in the past, but instead they may offer block party grants that
neighborhoods can apply for to fund their own neighborhood picnics. The City
will be making a decision about this in the near future. Kathryn will stay in
touch with Casey Stanley regarding grant opportunities. At the June HOA board
meeting we can decide whether to host our own picnic.
Landscape Committee Report – Mike Minato
Some yards
in the neighborhood are looking pretty bad. Mike will ask ProGrass if the HOA
can recommend their services to homeowners.
On May 16,
2016 ProGrass will fix the leak in our irrigation system on Olympia Ave.
On May 23,
2016 ProGrass will plant new arborvitae along the chain link fence by the lower
pond on NE 26th Ct. They will also install an irrigation system for
the arborvitae.
Mike Minato has
been in discussion with the City of Renton regarding Honey Creek
Ridge’s buckled sidewalks and overgrown trees and roots. City
of Renton representatives include: Denis Law, Mayor; Gregg Zimmerman,
Public Works/Urban Forestry Dept Administrator; Terry Flatley, Urban
Forestry & Natural Resources Manager; Leslie Bentlach, Director of
Urban Forestry; Michael Stenhouse, Director Public Works; Patrick Zellner,
Supervisor Public Works and John Kalmback, Lead Worker Public Works.
On April 18,
2016 HOA board members Mike Minato, Ann Green and Ken Mills met with Terry Flatley and John Kalmbach
from the City of Renton to discuss the Honey Creek Ridge project to remove
overgrown trees and roots, repair sidewalks, and re-plant appropriate size
trees.
After the
meeting Mike followed up, on April 19th, with an email to City
staff: Terry Flatley, John
Kalmbach, Bill Wressell, Michael Stenhouse, Leslie Betlach and Patrick Zellner
recapping in detail his understanding of the April 18th meeting and
the City’s commitments to this project.
On April 20
John Kalmbach replied via email about starting phase 1 sidewalk repairs by late
May/early June, after the trees are removed and stumps are ground down. He also
stated that, “Phase 2 and phase 3 repairs are planned for next year with the
possibility of shifting to the following year.”
May 10 Mike
received emails from Terry Flatley and Gregg Zimmerman clarifying City’s
commitment to the project. Gregg Zimmerman stated, “This is a one-time sidewalk
repair project. The current City Code on sidewalks establishes that maintenance
of sidewalks is the responsibility of the adjacent property owner. However, a
budget has been set up that allows us to do projects like this one, on a case
by case basis. The city doing this project does not commit the city to taking
over responsibility for sidewalk maintenance in the future. The City Code
continues to establish responsibilities for sidewalk maintenance.”
Phase 1 tree
removal and sidewalk replacements, to be done by the City of Renton, is
scheduled to begin early June. Planting new trees, to be done by the HOA, is
scheduled to happen this fall, probably Nov. Mike Minato and Mary Burton will
draft a letter to the homeowners about the project and have the HOA board
review it prior to mailing the letter to all homeowners.
Architectural Committee Report – Rudy Case
Rudy reported
on three current homeowner requests for fencing. If homeowners want to do small
repairs, no HOA approval is necessary. If homeowners want to do a large fence
project, HOA approval is needed.
Former HOA
Architectural Committee Chair, Marshall Gilmore, used to replace the bulbs in
our neighborhood street lights. Rudy will contact Marshall to (1) see if he
still has our replacement bulbs, and (2) if he still wants to replace bulbs
when they burn out.
To
try and save money, Khwaja is getting bids to see if we can put LED lights in
our current street lights. We currently pay approximately $250 per month for
electricity.

The March 9, 2016 meeting
minutes were reviewed and were approved.
Secretary’s Report – Mary Burton
Mary is finalizing a “welcome letter” for new
homeowners to not only welcome homeowners, but provide them with resources such
as the HOA board members’ emails, HOA Facebook page, and the HOA website where
newsletters, bylaws and CC&Rs are listed. The letter will also highlight
key CC&Rs that homeowners need to be aware of and abide by.
Real estate signage around the neighborhood was
discussed. According to CC&R 5.10 about signage, the HOA will be asking
real estate companies and homeowners who are selling their houses, not to put
pointer signs around the neighborhood on an ongoing basis. A one-day Open House
sign is fine, and a For Sale sign on their property is also fine.
Mary is drafting the next HOA E-Newsletter to be sent
mid-April. Since homeowners may be planning spring/summer home improvement
projects, we want to make sure they understand the CC&Rs for exterior home
improvement/landscaping projects and also have the Property Improvement Request
Form to request HOA approval. In the E-Newsletter, real estate signage will
also be outlined.
Treasurer’s
Report – Ann Green
Ann
handed out finance reports. The February and March bank statements were circulated
for review by all board members. Ann filed federal taxes in March.
As
of April 12th, the HOA has received dues from 88 (of 100)
homeowners. Payments were due by April 1st. Ann will be sending out
a second billing to the 12 homeowners who are late with their dues.
Community Involvement Committee
Report – Kathryn Mattila
Kathryn
is coordinating a volunteer project with the King County Parks Department. If
Renton neighborhoods want to have a summer picnic hosted by the City of Renton,
the neighborhoods are required to do a volunteer project. The clean-up project
at Sierra Heights Park will take place Saturday, April 30th from
10am – 2pm. Tools will be provided by the King County Parks Dept.
On
Tuesday, April 26, 2016 Kathryn is planning to meet with Casey Stanley, the new
manager of the City of Renton Community Services Department to discuss the
City’s Neighborhood Program and some possible changes that they would like
feedback on. Kathryn is also trying to confirm a date with the City for our
Honey Creek Ridge summer picnic.
Landscape Committee Report – Mike Minato
Mike
is working with Pro Grass, our landscapers, to plant 19 new arborvitae trees
along the chain link fence that borders the lower pond at the end of NE 26th
Ct. Irrigation will be installed, tapping into our current irrigation system,
to keep the arborvitae watered. Cost to the HOA will be $1,385.
Mike has
been in discussion with the City of Renton regarding Honey Creek
Ridge’s buckled sidewalks and overgrown trees. City of Renton
representatives include: Denis Law, Mayor; Gregg Zimmerman, Public Works/Urban
Forestry Department Administrator; Terry Flatley, Urban Forestry
& Natural Resources Manager; Leslie Bentlach, Director of Urban
Forestry; Michael Stenhouse, Director Public Works; Patrick Zellner, Supervisor
Public Works and John Kalmback, Lead Worker Public Works.
Terry
Flatley and John Kalmback will be the contact persons for the City. Mike has a meeting with the City on Monday, April 18th to
discuss the project of removing overgrown trees, re-planting new appropriate
size trees, and repairing the sidewalks. Ken Mills, At-Large HOA Board Member,
and Ann Green, HOA Treasurer, will join Mike at the meeting.
On March 22,
2016, Mike and Eddie met with Courtney Flora who is an attorney with McCullough
Hill Leary to research and understand the legal responsibilities of the HOA and
the City of Renton in regards to the overgrown trees and buckled sidewalks in
our Honey Creek Ridge neighborhood. Research is currently underway.
Architectural Committee Report – Rudy Case
Rudy reported on three
current homeowner requests for doing improvements. He also reported on the
completion of a homeowner project of a shed and fencing and landscaping – the
board approved the completion of the project.

ADDENDUM
On March 19, 2016, the seven HOA Board of Directors voted to
add homeowners Ken Mills and Jay Keen to the board. According to our (1) Bylaws
and (2) Amendment III to the Bylaws, the HOA board can have up to 9 board
members and we don't have to wait until the November annual meeting - we just
need a majority of the board to vote them in.

February 10, 2016 meeting
minutes were reviewed. Meeting minutes were approved after two changes were
made.
Secretary’s Report – Mary Burton
Mary attended the City of
Renton’s “Neighbor to Neighbor Forum” on Saturday, February 27th.
She networked with many city representatives, including Rob Shuey a City of Renton Code Compliance Inspector.
He said we can contact him re: questions about city codes that may support our
HOA CC&Rs (rshuey@rentonwa.gov 425-430-7235). She also learned that Renton
will be switching their garbage/recycle/yard waste service from Waste Management
to Republic Services in 2017.
We received notification
from the City of Renton that our newsletter grant application has been
approved. The City will mail a $150 check to the HOA to support our newsletters
mailings to homeowners.
Progressive
Dinner:
This Saturday, March 12th at 6pm we will be
having a progressive dinner for all of the neighborhood. Four houses will be
the “host homes” and people can sign up to bring either appetizer, salad,
entrée, or dessert. Ellen Tennis and Anne Case are heading up this event. An
announcement was included in the HOA hard copy newsletter and the e-newsletter.
Another e-mail reminder will be sent.
Treasurer’s
Report – Ann Green
Ann
handed out finance reports as of February 29, 2016. The February bank statement
has not arrived yet, so that was not circulated for review.
As
of March 9th the HOA has received dues from 48 (of 100) homeowners. Payments
are due by April 1st.
The
board discussed possibly having a Reserve Study done to determine how much
money the HOA should have in reserve to fund major maintenance projects and/or
repairs. The issue was tabled for further discussion.
The
board discussed having an audit done on HOA finances. A motion was made to
allocate $500 for an audit, to be completed within three months (by mid June).

Eddie Chang will find an auditor to complete an audit within three months.
Ann
is working on collecting HOA dues, and competing real estate taxes and federal
tax return.

Architectural Committee Report – (Rudy Case was unable to attend meeting)
The board discussed neighbor Lee Holmes who is
coordinating bids for fence repairs with other neighbors (to hopefully get a
quantity discount). Some homeowners think this is an HOA project, but it is
not. The HOA would like Lee to include in his email communications with
interested neighbors, that this is a “neighbor-helping-neighbor” project, and
not an HOA project.

Action Item – Mary will draft a paragraph for the board to
approve. The paragraph will be sent to Lee Holmes to include in his
communications with neighbors who are interested in fence repairs on their
personal property.

Treasurer’s
Report – Ann Green
Review of HOA finances:
The
annual dues invoices were mailed to homeowners the third week of January. As of
February 10th the HOA has received 28 payments. Payments are due by
April 1st.
Eddie
researched the possibility of doing bulk mail to save money on our two mailings
per year to 100 homeowners, but with the small quantity we send, the HOA
doesn’t qualify for bulk mailing.
Ann reported
that homeowner and CPA, Sue Bogart, reviewed HOA finances and QuickBooks with her
since she is our new HOA treasurer, taking over for Bob Leppke. The board
discussed possibly having the HOA finances audited since we are transitioning
to a new treasurer.
v Action Item –
Eddie Chang will look into the possibility of an audit, the cost, etc.
Financial
safeguards and procedures were discussed. The board voted to incorporate a new
procedure into monthly board meetings – the HOA bank statement will be passed
around to board members for review. The treasurer will continue providing
copies of financial reports each month to every board member.
HOA Insurance:
We
received quotes from a couple other companies for our HOA insurance. The board
voted to (1) pay our insurance that is due in February with our current
company, and (2) table the discussion about possibly switching insurance
companies to try and get better rates until all board members are present.
Architectural Committee Report – Rudy Case
There was discussion regarding a shed that was built
without HOA approval. The homeowners submitted a request form after it was
built. However, the shed is visible from the street and extends approximately
four feet above their fence. The board
voted to request that the homeowners move the shed to the back yard where it is
not in view from the street.

Action Item – Rudy will draft a letter asking the homeowners to
move the shed to the back yard.
Neighbor Lee Holmes is coordinating getting bids for
fence repairs with other neighbors (to hopefully get a “quantity discount”).

Action Item – Mary will contact Lee to get an update and find out
which neighbors have signed up to get bids for their fence projects.
Landscape Committee Report – Mike Minato
Mike reported that Gregg Zimmerman, Public Works
Administrator with the City of Renton, responded to our HOA letter regarding
our neighborhood’s buckled sidewalks and overgrown trees. Gregg said the City
is interested in working with our HOA to replace sections of sidewalk where
root heave has caused tripping hazards, on the basis of the HOA removing the
trees and the City repairing the sidewalks. The scope of work is too large to
be accomplished in one year due to the City’s budgetary and staffing
constraints, so Gregg has asked Bill Wressell (Street Maintenance Manager) and
his staff to put together a phasing plan that would allow the work to be
done over several years.

Action Item – Mike will be in contact with Bill Wressell to move
forward on planning this project.
There was discussion about a home on NE 23rd
Ct. with chicken wire and empty soup cans all over their yard. The homeowner
says it’s to keep the deer off the grass.

Action Item – Eddie will find information about deer repellent to
provide to the homeowner. Rudy will ask them to clean up their yard and get rid
of the chicken wire and cans.
Community Involvement – Mary Burton
Block Watch
Meeting:
On Tuesday,
February 16th at 7pm the HOA will be hosting a Block Watch meeting
at Ellen Tennis and Mike Tribble’s home: 3426 NE 23rd Place. Since
we have had some cars stolen out of driveways in our neighborhood, we want to
take action to come together with homeowners to do what we can to deter crime
in Honey Creek. The Renton Police Department will be putting on the Block Watch
meeting. A notification was included in the HOA hard copy newsletter and the
e-newsletter.

Khwaja called the meeting
to order at 7:00 PM. Introductions were made since we have some new board
members. Khwaja briefly recapped 2015 and thanked the board members for
volunteering to serve this year on the HOA.
Khwaja gave an update on
the boat and conversion van that were sitting in the driveways of two
homeowners over a long period of time. The boat has been moved and is no longer
being stored in the homeowner’s driveway. The conversion van is still in the driveway,
but the homeowner claims it is moved occasionally. CC&R Section 5.6 states
that no vehicle (including cars) can be in open view in a driveway or on the
street longer than 24 hours. We discussed possibly needing to revise this
CC&R.

– Khwaja will review CC&R 5.6 and research similar CC&Rs of other HOAs.

live stamps (49 cents each).
Review of HOA finances:
Since
Bob Leppke is retiring as treasurer, and Ann Green will be the new HOA
treasurer, it was suggested that we have Sue Bogart do a review of our HOA
finances and Quickbooks records. Sue is a CPA and long-time Honey Creek
homeowner.

– Bob will contact Sue Bogart and ask if she will do a formal review of our
finances.
HOA Insurance:
We
discussed the cost of HOA insurance for (1) Directors and Officers -
$1,020/yr., and (2) General Liability - $612/yr. Eddie suggested board members
try and get quotes from their own insurance companies to compare prices.

Architectural Committee Report – Rudy Case
There was discussion regarding some exterior home
improvements and a shed being built without HOA approval.

Action Item - Rudy and Eddie will contact the homeowners that
have not followed HOA protocol to make exterior modifications to their homes.
Mary brought copies of Windwood HOA’s forms: “Property
Improvement Request” and “Property Improvement Notice of Completion.” There was
discussion and a vote to create similar forms for Honey Creek Ridge homeowners
to use to request approval to do modifications to the exterior of their homes.

Landscape Committee Report – Mike Minato
The end of 2015, ProGrass trimmed the lower branches
all of our neighborhood trees to 14 feet. Puget Sound Energy topped the trees
along the power lines which run through our neighborhood park.
The contract with ProGrass has been signed to have
them continue providing landscape services to Honey Creek Ridge in 2016.
The City of Renton is having their 2016 planning
retreat mid January. They will be considering our HOA letter regarding the
Honey Creek Ridge trees and sidewalks repair project.
The arborvitae on NE 26th Court that died
after being planted in 2015 were removed by ProGrass. It is our desire to have
them replaced.

Action Item – Mike is following up with ProGrass to see if they
will partner with the HOA to replace the arborvitae, make sure they are planted
correctly and the irrigation system will keep them watered.

Block Watch
Meeting:
On Tuesday,
February 16th at 7pm the HOA will be having a Block Watch meeting
for the neighborhood at Ellen Tennis and Mike Tribble’s home: 3426 NE 23rd
Place. Since we have had some cars stolen out of driveways in our neighborhood,
we want to take action to come together with homeowners to do what we can to
deter crime in Honey Creek. The Renton Police Department will be putting on the
Block Watch meeting. A notification will be going out in the HOA hard copy
newsletter and the e-newsletter.
Progressive
Dinner:
On Saturday, March 12th at 6pm we will be
having a progressive dinner for all of the neighborhood. Four houses will be
the “host homes” and people can sign up to bring either appetizer, salad,
entrée, or dessert. Ellen Tennis and Anne Case are heading up this event. An
announcement will be going out in the HOA hard copy newsletter and the
e-newsletter.

Reviewed draft of the 2016 HOA
calendar. Mike Minato proposed we change the monthly board meetings to the
second Wednesday of each month (rather than the second Tuesday). A vote was
taken and all agreed to the change.
The HOA Welcome Committee is Shelby
Scovel, Anne Case, and Mary Burton. New homeowners at 3220 NE 26th
Court were welcomed by Anne and Rudy Case on behalf of the HOA. New homeowners

2015 meeting minutes were reviewed and approved.
President’s Report:
HOA President, Khwaja Ali, introduced the board
members who served in 2015, indicating what each person did and thanked them
for their help. He reviewed 2015, including projects that were accomplished and
events that took place. The Landscape Committee and the Architectural Committee
were busy keeping the neighborhood looking good, the Community Events committee
provided neighborhood activities, and Communications updated the HOA
communications with homeowners.
Treasurer’s
Report:
HOA
Treasure, Bob Leppke, reviewed the 2015 budget. All 100 Honey Creek Ridge homes
paid their HOA annual dues of $400. We had an unexpected expense of $1,170 to
replace the mailbox that was hit by a car on Lynnwood Ave. We expect to end the
year approximately $4,700 under budget.
Bob
reviewed the 2016 proposed budget. Due to expected increases in expenses for
landscaping, the sprinkler system and future sidewalk repairs, the proposed
budget increases annual dues to $475 per household.
There
was discussion regarding the 2016 proposed budget. One person voted to increase
the dues to $600 per household to start saving up for the sidewalk repairs and
tree removal/replacement project. That motion was voted down. The 2016 budget,
as proposed, was approved at $475 per household.
Landscape Committee:
HOA
Landscape Committee Chair, Mike Minato, gave an overview of the landscape work
that went on in 2015. ProGrass provided our landscaping in 2015 and have been
re-signed to service Honey Creek Ridge in 2016. He briefly discussed the HOA reaching out to the City
of Renton to discuss possible future repairs to the sidewalks and replacement
of the overgrown trees in Honey Creek.
Architectural
Committee:
The architectural committee chair was unable to
attend the meeting, but provided a brief overview that seven Honey Creek Ridge
houses were painted in 2015.
Community
Involvement:
Community
activities in 2015 included the annual neighborhood picnic hosted by the City
of Renton, Halloween food drive, as well as tree planting and clean-up at
Sierra Heights Park. A Welcome Committee was started to welcome new homeowners
to Honey Creek. The HOA is planning to continue these community activities if
the Honey Creek Neighborhood continues to show interest and be involved.
Possible 2016 activities include: Block Watch meeting, progressive dinner,
spring planting, summer picnic, and fall tree planting/park clean-up.
Communications:
An HOA
E-newsletter has been started to keep homeowners updated on various
neighborhood items in a more timely manner than hard copy mailings. If
homeowners are not receiving the HOA E-newsletter, they can send their e-mail

Treasurer’s
Report:
- September
financial reports reviewed. $8,000 under budget but still have tree
pruning to complete before end of 2015, which could cost up to $7,000.
- Water
costs are over budget by about $1,000 because HOA budget was set up for
how they billed last year. We will catch up a bit on that next month.
- Mailbox
that was plowed down by a car cost HOA $1,170 to replace.

- Bob shared proposed 2016 budget. Board reviewed

Landscape Committee:
Mike and Khwaja are working
on a letter to the City of Renton outlining the history of City codes requiring
land developers to plant trees within the plats they were developing, and how
Honey Creek trees were approved by the City. In retrospect, the trees that were
approved by the City were the wrong kinds of trees because the planting area
(the parking strips) are not large enough to sustain this particular specie of
tree. Our request will be to ask if the City of Renton will be willing to
partner with the Honey Creek HOA to take out the existing trees, repair damage
caused to sidewalks and irrigation systems, and to replace the sidewalks.
Mike is talking with ProGrass
about replacing the arborvitae along the fence by the lower retention pond.
They did a poor job planting them and they died over the summer.
There was a discussion about
how fast people drive along Lynnwood Ave. through our neighborhood, and how a
mailbox and a light pole have been hit. We are concerned that people/children
may be the next to be hit by a speeding car. Rudy said he would look into
possibly installing speed bumps.

Counting trees
We
have a total of 272 trees. 101 Green Ash
and 171 Red Ash.
Tree pruning
Made
contact with Alan Haywood former City of Issaquah arborist. He said that he
could help us in several different ways.
1.
He works with
several different companies that do tree pruning and is getting in touch with
them. He currently has a figure from one company for $40 per tree and is
waiting for some numbers from the second company before he gives us a written
bid.
2.
The bid for the
second company came in on 11/14 and was $25 a tree.
3.
He could also do
a report on the health of the current trees and advise on possible new species
of trees that would not break up the sidewalk. He charges $100hr.
4.
He said that he
could also give us a bid on replacement of the arborvitae in front of the
little water retention pond if we would like one.
Davey
Tree came out on Tuesday to look at the trees and will give an estimate by
Friday.
Our
trees are only approximately half of their full size. They are projected to
double in size which will create further problems with the sidewalks,
irrigation system and streets.
Contacted Klahanie HOA
Rudy called Klahanie HOA about their
sidewalk replacement project. Their project took 8 years to complete. With a
total cost of just over $2 million. Their HOA has over 600 homes. They
currently collect $250 a quarter for dues form their members. Their project was
done in multiple phases with the last and largest phase ($700K) being completed
last year.
The Klahanie project encompassed removal of old
sidewalks, roots, sprinklers, lighting and landscape of 3.3 miles of HOA space
along the roadway. Then professional design and replacement of all above. The
project was funded in several different ways. They had a small surplus of $ to
get the project started. Then they raised dues temporarily to $350/quarter for
4 years. Then lowered dues to current $250/qtr. Finally, they did a special
assessment of $2,000 per home to complete the project because it was taking so
long to get the funding from dues.

pointed out that on the HOA website, http://honeycreekridge.blogspot.com/, we list
the personal emails of all board members. She suggested only listing the HOA
email, honeycreekrenton@gmail.com and then
she will forward emails to the appropriate board member. Eddie Chang also recommended
that we can set up HOA emails for each board position, such as honeycreektreasurer@gmail.com and then
set those up to forward to each board member’s personal email. Everyone agreed
and voted to make the change.
Mary
has updated homeowner emails in our gmail account and has been sending HOA
E-newsletters to keep homeowners informed of neighborhood information. A hard
copy newsletter will go in the mailing to homeowners announcing the annual meeting
and providing a copy of the proposed 2016 HOA budget.

if our HOA has a mission statement. We do not think so, but we can review the
bylaws and articles of incorporation to check. We may want to develop a mission
statement.

· The CCandRs give the HOA the authority to take care of the problem
and bill the homeowner if the owner does not comply with a request within 30

· Bob said he would start a spread sheet comparing the companies for

SIDEWALK
·
The
sidewalks in our development have many areas that are raised and cracked due to
the tree roots causing a tripping hazard.
Please reference the PDF Tract Map Damaged Sidewalk – Note: there are
white dots on the map showing the location of damaged areas of sidewalk. Each dot is designated priority #1, #2, #3 in
order of importance.

The
City of Renton Development Services Division has used a machine in the past to
grind the areas where the concrete has raised ¼ to ¾ inch categorized priority
#3 on the map and applied asphalt cold patch to other high spots categorized
priority #2 to help eliminate a tripping hazard. The City will regrind all areas categorized
priority #3 that pose a tripping hazard.
·
I
will get a bid from an asphalt company to see what the cost would be to
transition the areas categorized #1 to eliminate a trip hazard. This will eliminate the trip hazard liability
and buy us some time before repairs are done.
·
It
is the responsibility of each home to remove snow and ice, maintain and repair
the sidewalk in front of their home.

There
are 26 locations #1 priority, 18 locations #2 priority and 11 locations #3
priority.
We have 44 locations that will need
repair and each location typically needs a permit.
Mr. Pat Miller who is the inspector
mentioned that he is willing to lump possibly 4-5 addresses together for 1
permit. The cost of each permit is
$150.00. This may lower the number of
permits to 7 or 8.
·
It
would be cost efficient to have as many priority #1 locations repaired at the
same time. If someone got injured as a
result of a trip hazard there is a possibility that the HOA could be sued
resulting in a much higher cost to each homeowner.
·
There
is an ADA access at the SE corner of Olympia and 23rd Pl. that is
cracked and damaged. The City of Renton
will replace that saving us construction cost.
CONCRETE REPAIR
·
We
received a bid from RC Concrete to repair the sidewalk. The bid only includes the cost of the
concrete which is calculated at a cost of $34.00 sq. ft. The bid does not
include demolition or dump fees. I will
pursue other bids once we have had a chance to discuss the issues and finances
at another meeting. Please see the PDF

I
would recommend that the HOA Board walk the neighborhood together and review
the damaged areas of sidewalk noted on the PDF Tract Map Damaged Sidewalk. We can determine at that time the financial
impact as well as how many areas we can repair or defer to another time.
TREES
·
We
have two different types of trees in the development. The trees in Division I are Green Ash,
Division II are Red Maple
·
The
HOA is responsible for maintaining the trees in the right of way. The property deed which is the agreement
between the City of Renton and the land developer which was Lake Ridge now
assigned to the HOA dictates that the tree maintenance is the responsibility of
the HOA. The City of Renton is in the
process of writing new language which will be presented to the City Council for
their approval to accept responsibility of the tree maintenance. This however may take 3-4 years to
complete. In the meantime if the City
discovers a tree that needs to be removed the City will remove the tree at
their expense. There are several trees
within the tract that the City has determined needs to be removed. 1 is located on NE 26th Ct and 2
are located on 23rd Ct.
·
The
trees that were planted in our development at the time our tract was developed
would not be allowed today because the diameter size of the trunk and root are
too large for the area they are planted in.
The roots have nowhere to go, the area is too crowded which is why the
sidewalks are being damaged.
RETENTION POND
·
The
City of Renton has taken responsibility to maintain the 2 retention ponds and
bio swales.
The City will mow the grass around the
retention bowl approximately 3 times during the growing season to keep the
grass at a desired height of 8 inches.
The grass could grow to a height of 15 inches.
·
The
HOA has the option of having the landscape contractor mow the grass for
esthetic purposes at our expense. The
HOA can also remove blackberry bushes and other growth at our expense. The City owns the Retention Pond but not the
surrounding property or easements.

assistance because the sidewalks are important to the neighborhood look,
safety, and appeal, and we can save money by consolidating. Repairs will be

President’s Report:
- Burglary next door to Khwaja. No one was caught. Resident left garage door open and burglar entered garage and broke into car.
- Small arbor vitae by lower pond looks good and neighbors are happy.
- Khwaja will talk to neighbor next to the pond about the garbage cans being seen from the street in June or July of this summer.
Treasurer’s Report:
- Bob, Victor, and Khwaja all need to go to the bank on Sat.
- D and O insurance- we got a new policy. It is signed and payment is made for the year.
- Bob thinks Victor kept a file on the insurance. Bob has it now. Should it be stored somewhere else?
- Khwaja wants to get the insurance policy electronically. Bob will check.
- Bob will send to Ellen to save in google docs.
- Invoices have gone out and reminders are going out. Three homeowners are hard to track down.
- As of Jan. 31st there were 17 payments. End of Feb. there were 34 payments and by 3/10 there were 52.
- Our profit is at $40,000 because it’s counting all the dues
- Spent money on landscaping, postage, supplies, electricity, water.
- We have $25,482 on bank statement.
- It’s less on the HOA sheet because of outstanding checks.
- Bob is on hold with the shredding of old documents and finding a replacement treasurer to give him a break.

suspicious man walking through the neighborhood looking at houses. He had no
visible identification. On March 10th. He got his license plate.
· Ellen attached email from Cyndie Parks of the Renton Police
Department warning about recent scams.
· Street lighting- Marshall has two replacement bulbs left. He will
order more- about 15 to a box and about $16 per bulb- and give receipt to Bob.
He will continue as our contracted lighting maintenance person.

6-8 bulbs per year. He waits until they are really truly out.

Subject: New Scams Reported by Renton Citizens / Business Owners
In the past few days, Renton
Police have received complaints of telephone scams targeting businesses.
The caller states they are an employee of Puget Sound Energy (PSE) and advises
the business owner/manager that their electricity bill is past due. They
further state that if it’s not paid immediately their power will be shut off
immediately. The caller then instructs the owner / manager to obtain a
“reload” card and to call them back with the code on the card. This
suspect also offered to set up automatic payments for the business account so
they don’t run into this same “problem” in the future. They will
then request a debit or credit card number. Please note that the suspect
is using an application which allows a legitimate PSE phone number to appear on
their caller identification reader, as opposed to the actual number used to
make the call. There are no leads and no suspect information as of this
writing.
DO NOT EVER give out financial information to somebody on
the phone. I don’t care who they say they are. For example:
if it’s somebody saying they are calling from PSE – then hang up, get their
customer service number off of your bill, and call them yourself to check on
your account. If it’s somebody calling from the IRS claiming that you’re
past due on payment of your taxes and that if you don’t settle the bill over
the phone right then – they will send an officer to arrest you - hang up
on them and check your tax papers. Google the IRS customer service number
and check on your status yourself if you want to – but never allow yourself to
be pressured over the phone to pay on something you’re confused or pressured
about. The only way these scammers can be successful is if they can scare
you into doing something right then – on the spot – no time to investigate or
research. DON’T FALL FOR IT. And if you have vulnerable
people in your life who may be susceptible to this type of scam – please share
this information with them. Just today, I received four phone calls from
Renton citizens who had received the scam phone call involving the
IRS. Luckily – none of them fell for the ruse – but there are
plenty of folks who will – and that’s what these miscreants are counting on.

AWARE OF. . . .
We have received complaints of
a subject posing as a “heating system specialist” stating they are representing
a heating company in Renton. In one case, an elderly woman found a
business card at her front door for a heating/cooling company. The
business card was for Green Fresh Air, name on the card was David Cohen.
The homeowner called the number and made an appointment for “David Cohen” come
to her home to service her furnace and clean her air ducts. A subject who
identified himself as David Cohen came to her home to conduct a $60
service. He worked on the furnace for approximately one hour and then
gave her an invoice for $613.20. The invoice listed the business as GFA
Heating and Cooling, LLC out of Renton. Cohen indicated that he had
cleaned the air ducts and installed a UV Light Cleaner. The victim, who
suffers from a memory related illness, wrote a check for the full amount of the
invoice. After a few days, the victim noticed her furnace was not turning
on. She attempted to call Cohen several times but got no answer or return
call. She had a neighbor look at her furnace and he discovered the
power switch had been turned off. He also noticed that it looked like
nothing new had been installed on her furnace and the ducts had not been
cleaned. The victim then called her bank and canceled the check.
When she finally reached somebody at the number listed for the business, they
claimed to be Cohen’s assistant. When they were told they had canceled
the check, the “assistant” offered $100 off the bill. That was
declined. No other parties claiming to be from the business have
contacted the victim about her canceled check. The responding officer
happened to have a lengthy employment background in the heating and air
industry and looked at the victim’s furnace. There were no obvious new
parts installed, there was no UV light cleaner installed, nor were any of
the ducts cleaned. The officer did notice what appeared to be a very
inexpensive cardboard framed filter that had been put into the furnace (cost of
approximately $10). The officer conducted some research for the heating
company and noticed that the address came back to an apartment complex.
There was no heating/cooling company at the complex. He also checked
online under the company name and located reviews that pretty much described
what had happened with this victim.
Please do your due diligence
when it comes to hiring service companies – especially when your notification
of them comes by way of a business card left at your door or via an internet
email, etc. Check with the Better Business Bureau, Attorney General’s
Office – or better yet, utilize a service like Angie’s List to research
companies and their service record. It’s not uncommon for the elderly to
be targeted for these types of scams, so please feel free to share this
information with those vulnerable loved ones in your life. And don’t
assume – if deals like this are advertised through Groupon , Living Social,
etc., that they are reputable. That is not necessarily the case!!!!

- For annual income, we were successful on dues. Expenses ended at 35,960.09. No pond maintenance was done and we had extra expenses of a $1500 water leak and $4590 for new shrubbery and tree trimming and removal.
- We are under budget overall but were cutting it close. Higher dues should give us more of a buffer for this year. Bob feels that we will be better prepared to handle emergencies with more cushion than we currently have. We currently have about $40,000 in the bank.
- Insurance policy bills are coming due soon
- Monthly landscaping bill with now be a separate item on the financial report from the project landscaping like new shrubbery and tree trimming.
- The miscellaneous expense was a lien release.
- The non-profit incorporation fees are really $10 and Bob accidentally paid them with his own money.
- We need to get Khwaja transferred onto the checking account with a signature card. Must visit the bank for this.
- The extra post office box keys went to Khwaja.
- Bob has 20 years of HOA records in his garage. Board voted all aye in favor of keeping only the last five years and shredding the rest.
- Bob said he would keep what looked important from the 15 years we don’t need and see about shredding the rest.
- Bob will send out dues invoices by Friday. Homeowner dues for 2015 will be $400 per home.
- Khwaja proposed to pass the reports from Oct. Nov. Dec., 2014. Kathryn seconded and all voted aye.

not reviewed and approved as the annual meeting focused on election of Board
Members and approval of the Budget for 2015.
President’s Report: .
The
President Introduced the board members that served in 2014, indicating what
each person did and thanked them for their help. He also indicated that he was stepping down
as President and that Khwaja Ali had agreed to be president of the Board in
2015 and that he would continue to serve on the Board at Large to help in the
transition to the new president and to help pass on institutional knowledge of
what had gone on in the immediate past. He
mentioned that Neil Brown was stepping down from the board as Secretary and
that Ellen would move from Community Outreach and Activity Coordinator to
Secretary.
Treasurer’s Report:
- Bob Leppke provided the Income Statement and Balance sheet to the date of the annual meeting and the proposed Budget for 2015. Bob was able to answer any questions that members attending had on the income statement, balance sheet, and Budget for 2015. He explained the increase in annual dues after several years of increases was due to the decline in our cash account balances and the potential cost of doing pruning and sidewalk repair in the neighborhood as well as the uncertainty of what the normal annual cost of watering in the neighborhood due to the leak we had this year. The Proposed budget was seconded and it was approved by those attending including the Board Members listed as present and about 4 other members of the neighborhood as well as proxies that were in excess of 10% of the 100 homes that are a quorum as defined in the bylaws.

- There was no landscaping committee report as the annual meeting is about the Budget for the next year and the Election of new Board Members.

The Budget has been underspent so far this year although the Maintenance and most of the water bill cost had been expended but there still will be another bill coming. Victor said he planned to have the water cut off by the end of September.

- Planting is supposed to be done by the lower pond by the end of the month according to Victor.

According to the City, the sidewalks in front of people’s house is their responsibility, but the HOA needs to see if we can get a deal on the sidewalks and get them all fixed.

He said that he thought we got more than these in the past, so there either might be more coming or perhaps Mike already had some. Bob Leppke also reported that he got a $100 grant from the City of Renton for a water leak in the month of May.
Landscaping Committee
- Neither Mike nor Victor attended the meeting. Bob Leppke reported that he had seen water running down the street in various places after the water ran overnight and thought we should ask Victor or Mike to check with ProGrass to see if there is a problem. The Center of the 1st and 2nd cul de sacs are leaking water. There are several areas including cul de sacs at opposite ends of the neighborhood with dry ground and dead grass that indicate very little or not watering being done there. ProGrass should check sprinkler time settings. They should also be told again to be careful when mowing as there are several trees where the bark has been knocked off.

- .Ellen mentioned that the PSE Community advisory group would be doing a walkthrough on July 31 at 6:30 PM. She also mentioned that the picnic was scheduled for 8/27 and the cleanup is scheduled on 8/2/2014 for 9:00AM to 12:00PM at Heritage park which is on Union street just South of 4th Avenue and she asked for everyone to volunteer to help. She mentioned that the city with provide equipment and gloves. The cleanup at the park is volunteer work that justifies the city of Renton providing the food and other entertainment for our picnic.

- Victor reported that there have been several auto break-in not only in our neighborhoods but also in the surrounding ones. He told us of a web page www.cremereports.com in which we can look up crimes reported in the area around us. Victor’s house had a plant stolen from the front porch and the woman that took the plant was recorded on his video system. See the picture hanging from the tree in front of his house. Security Systems were discussed and “25-7 Security Home” and “Costco” were mentioned as stores that carry those systems. He said that Block watch was contacted and we are going to try and have them give a talk at a future board meeting and thought we should consider inviting everyone in the association once we have arranged the meeting. Bob Leppke mentioned that Main Vue’s Developer is not going to pay for the amount due for past work as they were not told about it, but Victor, Bob
Treasurer’s Report:
- Bob Leppke Provided the Treasurer’s Report for the March and April. They were approved subject to a question on a $75 Miscellaneous amount. Bob said that because the Bank Statement is closed as of the 10th of the month and he does not receive the statement in the mail until several days later, he sometimes can’t close out the prior month’s books before the meeting. That is what happened in the prior month. He found that the $75 was the cost to release a lien on a property for which the dues had been paid. Bob mentioned that the new owner of the new Honey Creek HOA area Main Vue has refused to pay for the amount due from the previous developer, because they were not told by the prior developer before the purchase of the property. Bob mentioned that they are negotiating to share in the future costs of any maintenance required on the ponds.
Landscaping Committee
- .Mike Smith did not attend. However, it was mentioned that Prograss offered a bid on grass that died after they treated it for moss in which they also suggested thatching and lime. Victor said he would contact them to ask them to replace the dead grass as it appears that they were the ones that killed it. As stated above the pond has been taken over by Renton and the contract to plant in front of the lower pond was approved

Floor Discussion:
- Ellen reported that 21 people attended the progressive dinner. She also said the East6er egg hunt the following weekend had about 20 children and was enjoyed by all. She asked about the cost of printing all the things she produces for the HOA and was told to figure the cost and the board will approve payment. It was discussed that Sarah won’t be going to the City Meetings for the HOA and we should ask Dave to see if he will become involved again. Ellen suggested that we get the sidewalks fixed in the neighborhood as they are looking really bad in places. It was suggested that we get a contractor to do a bid for the whole neighborhood to remove tree roots and fix the sidewalks. It was stated that we get a contractor with a Renton City license. Ellen will look into whether we can get a grant to help with the cost. Ellen mentioned that she is applying for a mini grant from the city for nature walks this Summer and Fall.

He said that he was going to have ProGrass Plant the Arborvitae in front of the lower pond as he ProGrass guaranteed the plants so that if they die they will replace them and no one else would provide that guarantee. The contract with ProGrass was seconded and approved. He reported no complaints from around the neighborhood otherwise.

the President attended via phone, because he was not physically in town at
the time of the meeting. Victor
reported that Honey Creek Ridge East agreed to pay for their use of the
large retention pond. Bob and
Victor have to reach an agreement as to the amount they have to pay each
year. He also said we are still
trying to find a reasonable arborist to plant around the lower pond. They had a bid from Prograss for $3,200
to plant around the fence in front of the pond and since he thought that
was very expensive he is going to get at least one other bid. He reported that Barbara Yarroughs is
chair of the HOA Board for the Honey Creek Ridge East area now. He and Bob Leppke are negotiating what
they should pay each year.

Leppke’s Treasurer’s report was
read discussed and approved. There
are only about 5 homeowners that have not paid to date and he is prepared
to put additional charges on those who have not paid.
Landscaping Committee

Smith did not attend, but tree removal was discussed. It was stated that the City of Renton
did not want anyone to plant another tree where one had been removed
because their approved removal process is to cut down the tree and then grind
down the stump 9 inches, which would leave no room for the new tree with
only 9 inches of soil to grow in.
Ellen said she would check with the city and see if we removed more
of the tree could we then replant. The LED lights for the neighborhood were
discussed and the LED bulbs cost about $100 a bulb, but according to
Provident Electric the LED lights don’t provide good lighting all the way
to the ground, so we may need to check if we will be satisfied with the
LED lighting before we incur the cost of adding LED lighting. We are going to get further bids before
doing anything with the lights. It
appears that we would not have to totally rewire and pay Renton $150,000 to
get new lights in any case.

- The
President thanked the members of the board again for all their help. He reported on the neighborhood forum
that he and Ellen attended at the City of Renton. He mentioned that they got information
on what to have in Home emergency kits that we all should have on hand in
the event of an earthquake or other natural disaster. They also got information on how to
burglar proof your house and Ellen said that she was making a list of hardward
stores and the aisles on which all the items necessary to do this are located. As to neighborhood watch, it was
suggested that people call 911 if they see something suspicious and also
report it to the HOA board.
Treasurer’s Report:
- Bob
Leppke hurt his back and told the Secretary he would be unable to attend
the meeting, but would email the year to date financials as soon as he was
able to the members of the board.
Landscaping Committee
- As
Mike was not at the meeting and there is not much going on in the
landscaping area this time of year, there was no landscaping report. Sue reported that she does not have a
consensus among the people on her street as to the plants needed to hide
the chain link fencing around the lower pond area. Ellen said they would OK us pruning the
trees in our neighborhood, but if we turn over control of the trees in the
neighborhood to them, they would decide what kind of trees to replace the
ones taken out.

President’s Report:
- The
President reported that he is preparing a letter to respond to the
attorney for the Gonzalez’s in which he requested that they be able to buy
HOA land next to their house where the lower settlement pond. He consulted with an attorney and
reported that we would not have the authority to sell the Real Estate
rights of all the other homeowners and he is preparing a letter to
indicate that to the Gonzalez’s. He
also said that Bob Kaufman and Duane Dunn has resigned from the board. Victor said that Bob Kaufman had always
provided his legal advise when requested and probably would continue to do
that. Khwaja Ali agreed to act as
Chair of the ACC and interim VP and Marshall Gilmore agreed to act as
co-Chair of the ACC.
Treasurer’s Report:
- The
Treasurer’s report for the year 2013 was read and accepted as filed. The Treasurer went over the Budget for
the next year and explained that we did not plan for any contingencies
that may come up in the new year. It is hard to budget because we still do
not know how much water the new system will actually save because although
it won’t water when we have rain, it also will be set different so that
hopefully we won’t have the tree roots attempting to steal water from the
grass and cracking the sidewalks and also keeping the grass greener as
well as not leaking a full line into the street every time it goes
on. He said it is possible rates would have
to go up next year because we had to close a $20,000 CD this year to pay
for the new sprinklers and other system improvements. He
said once we have received dues for the new year, he will be better able
to tell, if he can set up a new CD for a smaller amount or whether we will
need all the dues and the remains of the closed CD for operations in 2014.
Landscaping Committee
- As
Mike was not at the meeting and there is not much going on in the
landscaping area this time of year, there was no landscaping report.
Architectural Committee:
- Khwaja
reported that he wanted to put Black shingles on his house and a
skylight. He said Bob Kaufman had
already approved what Khwaja was going to do. Since the board members had not all seen
the samples and Marshal had not been involved yet, it was decided that we
would vote the approval or not by email so that Khwaja won’t be delayed in
starting his reroofing project.
Someone brought up the downed fence on the main road into the area
and Marshall volunteered to tell his neighbor across the street that it is
his responsibility to fix the fence.
Floor Discussion:
- Ellen
mentioned the Progressive dinner is going to be 4/12/2014 starting at
5:30PM. Victor volunteered to be
the starting home for the progressive dinner. Ellen needs help with this including the
posters used the last time if Lori still has them. Neil said he would talk to Lori about
that. Ellen said that she is going to try to
get a mini grant from the city to do nature walks. She also brought up a Service Project
which she suggested would be to work on a city trail. She said the date she got for the picnic
put on by the City of Renton which is 8/27/2014 at 5:30AM. She reported that the city could take
over our street lighting system, but it would cost us about $150,000 for
rewiring and then they would take over our system and replace the lights
when they went bad. Since that is
too expensive it was pretty unanimous that we aren’t doing that. Ellen said she was going to check with
the city further as to taking over the trees in our parkways. Susan Smith
was introduced at the meeting and she lives in the last cul de sac next to
the lowest settlement pond. We are
awaiting a decision on the type of landscaping the neighbors around the
lower pond want and Susan said she would canvas the neighbors to see for
sure what they want.

start of the annual meeting, Mike Smith who was not staying for the end of the
annual meeting, asked for a vote of the board present to approve the Tree
Pruning contract so we could get our $300 discount and the board members
present all voted yes.

There was no reading of the Minutes from October 15, 2013 as the
purpose of the annual meeting is to vote new members on the board, report on
HOA activities for the year and the financial health of the HOA. The
Minutes of the October 15, and November Annual meeting will be approved at the
next regular HOA meeting in January, 2014.
President’s Report:
- The
President reported that he was stepping down as President effective at the
end of the year. He stated that the
year had been successful for the HOA and credited various board members
for the success of the association.
He especially praised Ellen Tennis for all her work on the picnic,
Mike Smith for getting the Sprinkler repair work done including the amount
of the rebates received that reduced the cost substantially. He also mentioned that Mike had gotten
the fences completed around the lower pond that then allowed the City of
Renton to takeover the maintenance of the lower pond like they previously
did with the upper runoff pond. He
also praised the Treasurer for all the work he did on the books. He mentioned that because of the work
done this year, we are keeping the annual Homeowners dues at $375.00.
Treasurer’s Report:
- The
Treasurer’s went over his report of the years expenses compared with the
prior year with a column showing
the proposed budget for the next year.
The treasurer explained tthose items that needed explanation in the
expenses for 2013 and the budget for 2014.
preliminary budget for next year was reviewed and as there was some
additional information coming later, it was revised and then left until
later to complete.
Votes: 1) We voted on new board
members. Susan Smith sent an email to Victor volunteering to be a Board Member for
the new year and Paul Wallis, who attended the meeting, also volunteered
to be on the board. Both were voted to
the board unanimously and will be invited to the next meeting. 2) We
also voted to approve the new annual dues that kept at $375.00 for the next
year. There were 20 people present
representing 10 Homes at the annual meeting and an additional 30 proxies
provided votes for people who did not attend.

- The President reported that a
formal citation letter had been sent to the homeowner at 2541 Lynnwood as
there has been several warnings in the past and he keeps parking his
trailer in his driveway or partly behind his house in violation of the C,
C & Rs..
Treasurer’s Report:
- The Treasurer’s report was read
and accepted as filed. The
preliminary budget for next year was reviewed and as there was some
additional information coming later, it was revised and then left until
later to complete.
Landscaping Committee
- Victor and Angel Gonzalez
attended the meeting and a letter from their attorney was passed
around. The letter requested that
the HOA sell them an easement to use the property as they have used it
since they moved in more than 2 years ago which would basically require
that the fence which has already been started have the gate moved back to
where the gate was before and allow them access to roll their trash bins
up to the street. They also
requested that we make the fence out of wood rather than Chain Link. Victor explained that the Board was
aware that homeowners could not use Chain link on their properties but
because the pond area is not a lot, the C C &Rs don’t apply and the
City of Renton requires chain link for security in order to take over the
pond maintenance. Mrs. Gonzalez
reported that she had talked to a Mr. Edwards at the City of Renton, who
said that he had approved of our making an easement for them and that he had
talked to the board. The Secretary
said that he was unaware that anyone at the Board had talked to anyone at
the City. Victor said that Mike
might have talked to them but he had left the meeting to go home prior
that that. Victor stated that we
would have to contact an attorney to look at the Gonzalez’s attorney's
letter, before we could consider what they are requesting. Rebekah Odell arrived at the meeting
during the above discussion and complained that the fence posts have
already been installed around the pond and everyone on their street is
upset about not being contacted.
Victor and Khwaja both apologized that they felt like they had not
been consulted and tried to see what could be done to make everyone at
least happier. Rebekah said that she
thought at least Aborvitae should be planted in front of the chain link if
we couldn’t make the fence out of wood.
It was discussed that the City did not allow parking in front of
the pond, because they need immediate access to the pond to do clearing and
there have been people parking in the driveway to the pond. Mr.
Gonzalez said that he got rid of his van and now they can get both
their remaining vehicles into their garage. Mike reported that B & R Fencing has
the contract to do the fence around the lower pond and suggested that it
should be included in the September 17, meeting minutes, but as we were
still getting final bids in at the last meeting, and we voted to accept
the B & R Fencing bid of $9,220.00 online, I included that in these
minutes.

11/19/2013. The Secretary was asked
about reserving the room and he said he got the forms and forwarded them

application completed and dropped off at Sierra Heights. Neil said he would find the email and

It was discussed that the City did not allow parking in front of
the pond, because they need immediate access to the pond to do clearing or
repair and there have been people parking in the driveway to the
pond. The neighbors attending
stated that they didn’t like the Black Chain link fencing and they we were
told the city required that type of fencing and that the city would not
take over maintenance of the Pond area without the security of 6 foot
chain link fencing, regardless of what the CC & Rs require of the
homeowners. Rebekah mentioned that
the neighbors right next to the pond had a handicapped relative that
visited that needed to access the driveway to enter the rear of the
house. It was stated that because
of what the City of Renton required, our hands were tied. We discussed doing shrubs to cover the
chain link fence in the front. Doug
and Suzanne asked if they could plant certain shrubs or put up a wood
fence on their property and it was stated that the could do whatever they
wanted on their own property, we just couldn’t go on their property to
plant shrubs. Mike Smith reported
that ProGrass completed the work in the pond area, it was approved by
Renton and Bob Leppke is paying them.

The Secretary was instructed to reserve a spot at Sierra Heights
Elementary and to try to get the Library.

Sierra Heights Elementary school landscape maintenance project that part
of the whole deal with the City of Renton.

Meeting called to order at 7:29 PM
Meeting Minutes:
Minutes from June 25, 2013 were approved with changes suggested by the Board. The minutes will be rewritten and sent out to the board as revised this week.
President’s Report:
- Neil reported that the President did not tell him about anything new reported neighborhood reports and he did not check the web page to see if there was anything before the meeting.
Treasurer’s Report:
- Treasurer did not send a report for the meeting. Neil talked with him in the last 2 weeks and he said that he had a problem and was having to reenter a group of entries, and would try to finish and email to everyone before the meeting. Since, he did not do so by meeting time, obviously he needed more time to complete.
Landscaping Committee
- Mike from the landscaping committee went out of town so he was unavailable to report. Neil said that he saw Mike with a group of people walking through the neighborhood. He thought is was the City and Prograss people reviewing the lower pond project. Someone else said that they thought is might have been the prograss sprinkler people and the group that will be issuing the rebate on the new sprinkler equipment. Neil said he wasn’t that sure but he thought Mike did say that the amount of the rebates hadn’t been approved yet. We discussed again whether we need to do something different with regard to the trees. Khwaja said that he thought Mike was going to get an Arborist to review the trees in the neighborhood to see what kind of trees we had and whether it was the types of trees that has been causing the sidewalk problem and whether the type of trees or the watering was causing that problem. We left it until Mike got back to find out if he was going to get an Arborist.
Architectural Committee:
- Marshall and Khwaja were two members of the committee reported that they approved the shingles for the roofing job on Bob Kaufman’s house. Marshall said they did a good job and said he will talk to Bob to see who he hired as he made several recommendations to him as to roofing companies. We discussed what we talked about before regarding how to notify people in the neighborhood to ask for approval for new shingles when reroofing as well as paint colors when repainting. We discussed a Newsletter and Ellen said that the city of Renton would give us a grant for a neighborhood newsletter. It was said that we should check with Victor when he gets back to see if he had already done something to notify people as many roofs in the neighborhood have already been replaced or are maybe soon to be replaced.
Floor Discussion:
- Khwaja said he hadn’t had time to get a cost estimate of the fencing around the lower pond and asked Neil if he could call around and get some bids. Neil said he would agree to do it but asked if we needed to make sure what kind the city wanted. Khwaja said that we just need a gate like they put by the other pond and a 6 foot chain link fence. Ellen Tennis said that the picnic is on this Thursday August 22, 2013. She has been getting a lot more people to sign up as attending recently. The Bouncy House rental is showing up at 3:30 PM, the city is coming at 4:30PM and the picnic starts at 5:30PM and ends at 7:00PM. The City is providing garbage cans as well as Hot Dogs and Lemonade. Ellen talked about the fact that no one was going to show up at the Renton River Days parade, so she just cancelled and put the costumes in her garage for use next year. Ellen has some invoices for the cost of the flyers and other miscellaneous items to advertise the picnic. She said Victor told her to bring to the meeting and give to Bob Leppke. Since Bob wasn’t at the meeting, Neil volunteered to pass them on to him. She said the Bouncy House for the picnic cost $240.00 to rent and she already paid a deposit and they will require her to pay the rest when they show up on Saturday. She said in the future we may consider buying one since it costs about $500.00 to buy one but it is $240.00 to rent one for 4 hours. We said we could discuss that in the future. Saturday, August 24, 2013 is our HOA’s service day at Sierra Heights Elementary School from 9:00PM until 12:00PM. The city is dropping off shovels, rakes, pruning saws and other various yard maintenance equipment for our use. They don’t provide any power equipment and they city doesn’t want us to bring our own because they may be liable for personal injury. No further business was brought up.

Meeting called to order at 7:10 PM
Meeting Minutes:
Minutes from February 19, 2013 and April 16, 2013 were approved and accepted by board, even though the April 16,2013 meeting did not include a quorum. Since the bylaws do not require a meeting every month, Khwaja Ali suggested that the Secretary send out an email to everyone to see if there was business to discuss, before the email to schedule a meeting. The Secretary agreed to do that in the future.
President’s Report:
- President reported that nothing was new as far as neighborhood reports.
Treasurer’s Report:
- Treasurer reported that there were still 2 properties on which dues had not been paid and he sent out new bills with late fees included. He also mentioned that there is money in the budget for the lower pond upgrade, the sprinkler upgrade and the replacement of the plants that died last year in the 23rd and 24th St. cul de sacs. He went through the balance sheet and the P & L and compared the spending for the first 4 months of the year to the annual amounts. He said that the water is off a bit because, the bill in January included higher water usage from the last quarter of last year. He mentioned the water is really billed every other month and this month we only paid the charge that is required just for the number of meters we have.
Landscaping Committee
- Mike reported 3 bids from Prograss, one to replace all the sprinkler heads with ones that would close tightly and save 200 gallons of water every time the sprinklers run, 3 or 4 times a week during the summer. He emailed copies of this and other bids to all board members today, but said he wanted to just go through them orally rather than look at the bills. There are also new controllers linked into a weather website that will increase watering during hot days and reduce it during rainy days that will save water also. The Bid for all this work is $22,338.00, but this include almost $8,200 of rebates which we will not get until everything is installed. He is meeting with someone this week and will try to get confirmation of the rebate amounts we will receive from the Saving Water Partnership. Another did he discussed was the proposed bid to replace the dead ground cover in the NE 24th Ct and NE 23rd Ct cul de sacs as the trees soaked up all the water in those cul de sacs and all the groundcover died when the water was shut off last summer. The replacement bid is to put in 40-5- Gal. Viburnum Davidii to replace the 40 Dead Globe Arborvitae in the islands and remove all dead plant material for a total of $2,103.42. In addition the last bid was to clear the lower retention pond, remove pond sediment and hydroseed the area with bio-swale seed mix and remove sediment 10 ft around the inlet and discharge pipes and on the lower bio-swale cut down all tree and vegetation and remove the stumps. The total of that bid was $8,907.83. Bob Leppke mentioned that he was pleasantly surprised at this bid because we had been told originally it would be in the $17,000 range to clear that area. Khwaja asked if we had other bids on these jobs and Mike said that he had been doing this a long time and when you get bids from these companies they always come in within $300 of each other and he wants to give all these to Prograss, because he then can put pressure on them to get the jobs done because they will be concerned about losing the work. It was motioned and seconded and voted to approve the contracts, although nothing will be signed until after the meeting he has later this week on the rebate amounts.
Architectural Committee:
- Marshall and Khwaja were two members of the committee to attend and said there was no request for color approval for house painting, as far as they know. Khwaja asked, if approval is required to replace the roof on his house because he is considering it. Victor said it is important to get approval for roof replacement even if you are using the same shingles and color as before, just in case someone else want to us some kind of roofing that would change the appearance and if someone else had done it without approval, it wouldn’t be right.
Floor Discussion:
- Ellen Tennis has set up a facebook page under the name Honey Creek. The Neighborhood party was discussed and Victor said it was usually in the park before school starts in August. He said Renton has a link on their web page where you can schedule a neighborhood picnic and he said originally we originally had enough people attending so that Renton kicked in for our picnic but in the last several years we didn’t have enough people attending so we had had the parties in various cul de sacs around the neighborhood. Ellen suggested that we invite other people from the surrounding area, say out to Union Street to get better turnout and the board agreed that would be a good idea. She also had the idea that she wanted to perhaps do bee keeping in the upper pond area and it was suggested that we send out an email to the neighborhood and also check with our liability insurance because of people’s bee allergies. She also had the idea of setting up a dog run in the park on Saturday, putting up that orange plastic netting to keep the dogs in and let them play. It was suggested that she email or otherwise check the neighborhood interest, but there were no objections. She mentioned that we could get volunteers to welcome people to the neighborhood and also maybe to counsel people where neighbors are having trouble getting along, by requesting for them on the Blog and/or Facebook page. She said this would keep Victor from feeling that he always has to do homeowners bidding when they are not getting along with their neighbors. Ellen said her husband would volunteer for this project. Noone had any objection to that idea. No further business was brought up.

· Accepted the Minutes for March. Due to a lack of quorum there was no official meeting in April.
President’s Report:
· Discussed a committee to greet all the new neighbors.
· Everything in the neighborhood has been going well and the president hasn’t received any complaints
Treasurer’s Report:
· Reviewed Treasurer’s report for May
· Dues: 98 homeowners have paid in full for 2012.
· Treasurer is following up with remaining two. 1 home paid partial, 1 home was 100 dollars short due to a miss communications.

Floor Discussion:
· President requests HOA involvement from more neighbors/homes at the meetings each month

The meeting was called to order at 7:10 by Victor Hebert.
Meeting Minutes:
· Meeting minutes corrected from last meeting to restate that meetings will be held third on the third Tues of each month (not Wed).
· Kwaja Ali sworn into office as board member.
President’s Report:
· Lakeridge has a responsibility to help pay for retention pond maintenance.
o Victor will draft a letter giving him opportunity to pay the share of the pond maintenance if they continue to be noncompliant a lien will be placed.
Treasurer’s Report:
· Previous month’s financials reviewed and accepted.
- 2012 Dues Collection – 37 homeowners have paid their dues.
- Treasurer researching water usage vs. water meter fees.
- We’re currently being charged minimum fees for 7 meters.
Landscaping:
We discuss the possibility of changing some of the controllers or up grading the system, to reduce the water bill. Landscaping committee will investigate.
Architectural Committee:
· A letter has been sent to the home owner that used an unapproved paint for the outside of their house. Further engagement to follow.
CC&R and By-laws:
- Just a reminder that that keeping cars inside and out of driveways at nights helps to reduce crime
Floor Discussion:
· Moving forward, the secretary will note which home(s) are requesting paint approval or have received approval, etc. with plot number to make tracking the process easier.

The meeting was called to order at 7:08 by Victor Hebert.
Meeting Minutes:
· Minutes for the Annual Meeting in November were reviewed and accepted.
- There was no meeting in December due to a lack of a quorum.
President’s Report:
· HOA meeting will now be held on the third Tuesday of each month.
· Many thanks to Paul Trackwell for his assistance with the Blog. Victor followed up on Pond maintenance: The maintenance of the large pond, our biggest financial burden, may be taken over by the City of Renton. The pond have been reviewed and accepted for the program.
o Upper Pond: HOA is researching the cost of developing an easement at the city’s request for better access to the large pond.
o Lower Pond: Clean-up is under way on the small pond in preparation of being included in the city maintenance program.
Treasurer’s Report:
· Previous month’s financials reviewed and accepted.
- HOA dues have been reduced by $30 a year starting this year 2012.
- Dues notices will be sent out to each home owner with the January newsletter.
- The treasurer is working with Bank of America to reduce/eliminate bank fees.
- HOA is sending a final notice letter to Lake Ridge regarding outstanding payment of pond maintenance. Will give the option to work off debt through pond maintenance to assist in clean-up.
Landscaping:
· Lower Pond: Researching estimates to start clearing lower pond/ City is showing interest in taking over the maintenance for this pond, too.
· The downed tree on Olympia has been removed by ProGrass.
Architectural Committee:
· HOA has been working with a homeowner regarding their unapproved paint colors.
o Request for extension has been approved due to winter weather. House must be repainted within the approved color scheme by October 1st. 2012
o All fines will be waived if house is painted in full by September 31st 2012
o On October 1st 2012, if house is not painted in full a fee of $250 will be assessed along with an additional $50 each month thereafter.
CC&R and By-laws:
- Victor has discussed neighborhood cleanliness with a few homeowners and asked them to keep their trash and recycle cans less visible from the street.
